State highway work in Shelby County is let by TxDOT. Most contracts go through the monthly statewide letting in Austin, and the Lufkin District also holds local lettings for smaller jobs (district page). Primes must qualify with TxDOT before they can get a proposal, and subcontractors don't need TxDOT prequalification. See how to bid TxDOT contracts.
State agency and university solicitations over $25,000 are posted on the Electronic State Business Daily (see the ESBD and CMBL guide). County, city and school district projects are advertised on each government's own procurement portal. Before you bid, check which trade licenses apply (licensing guide) and your payment protections (lien and bond basics).
